Therefore, seeing what happened to Joe wasn't much of a surprise. Seeing Tori alive wasn't either. What was surprising was to discover that this whole set-up was only to find the right people for the jobs that the organization offers! Isn't there enough unemployment?
The hostages will fit different roles in the program: Joe, the priest, showed he could become a ruthless killer so that made him "the best candidate in years". Tori gave in and accepted her fate so she became a simple orderly. A similar role awaits Bill, probably as the new night manager so that whatsisname can get a promotion and take over for Tom.
I think this episode answered a big question about Renbe's quest. Renbe was being led in a maze for a purpose but we now can assume with a fair amount of confidence that he isn't being led along by the organization but by those who want to stop it. He was led directly to the ex-director despite the fact that the organization had done a lot to get her out of the way. Of course the question of why didn't they kill her keeps me from being certain that Renbe is on the right path instead of being another pawn in this game.
