They realized JFP was truly despicable (the grandma lie) while Lil was nice pre-merge and in real life, something they never got to see in person. They only saw the angry, disturbed, emotional Lil. Also, during the reunion, Sandra was feeling gratitude towards Lil for giving her a million. If she had cast a vote on the island, she would have felt anger towards Lil who had, just hours before, voted her out.

We never saw a F2 pact between Tina and Colby but all accounts told us about it, especially Mitchell's interview. The first pair was between Jerri and Mitchell while the second one was Colby and Tina. Amber was their 5th wheel.
