He just had a long conservation with Rachel & Kristen in the HoH room. The centerpiece of the talk: the house has no individual players. As he sees it, this season has split up into groups of 2s and 3s. (This is why he may not have the full Meow2 openly IDed. I think he has Hayden as having a sole devotion to Kristen instead of split-at-best loyalties.) He feels that the priority has to be splitting up the triplets, as they're going to be more powerful than the pairs. As such, he very much wants Hayden out of the house. He did his best to dance around actual names in the usual 'and I never said that' ploy, but he got his point across to where Rachel was able to echo it: Ragan feels a saved Hayden will fall in with Enzo and Lane -- if he isn't there already.
Ragan did expect Rachel to pass this on to Brendon. His intention (beyond getting rid of Hayden) seems to be the creation of a four-group to stand against the rest of the cage, although he might not be entirely sure this is his ideal quartet. He forced the point that he wasn't sharing this with Matt... possibly due to suspicions of his being in the Meow2.
Now, whether he can pull this off...
The problem: there are three votes to evict Kristen locked into place. Enzo, Lane, and Matt are unlikely to turn on Hayden at this stage. If Ragan pulls this off, he needs Kathy (not a problem), himself (ditto), Brendon (potentially difficult and you have to convince Rachel too -- who tends to forget strategy at the drop of the next glass), and Britney (who openly wants Kristen out, but can think strategically for at least short periods) So that's two locks, a major maybe, and a 'what's in it for me?'
It's not impossible. But I don't like his odds.
