So you are saying even the people on the Island that have permits to have guns are illegal gun owners? That because they have more gun permits than any of the other parts of New York they must have more illegal guns in the hands of the unpermitted?
Can you point out where it says no one at all can own a gun anywhere on the island as most of the Staten Island gun stats I see talks about how they have more people with permits there. So you can have a permit, but can't actually own the gun that the permit lets you have???
I guess I'm confused.
ETA: Sounds like they really really really prosecute guns owned by people without a permit, but not that if you have a permit, you can't have a gun.
