My thoughts are that, because the idol is back in play, Rob proposes a 'buddy system' whereby his tribemates are each assigned a Zap to keep their eyes on so that they don't find the idol. This would be classic Mariano Godfathering, and also a very smart move. Can't see how the 'buddy system' could refer to anything else. Perhaps this kind of control makes his tribe question him in confessionals, much like in HvV when he just stated the 'no one is going to look for the idol' proclamation. Ultimately, though, those are just weak soundbites and misdirection I think. His tribe will see the sense and follow suit, and vote out another Zap.
