It was all a joke yes, it did get kind of crazy for a bit but, you have to admit he does need a haircut.. All in fun, if he was part of the group and the joke was being played on another person he would have been laughing and joking just as well.

I thought that it was pretty clear that they crossed the line. The fact is that Marcel was not part of the group and they have intentionally excluded him for a long time, they were most emphatically not laughing with him - they were laughing at him.
It was a stupid mistake that Cliff will regret for the rest of his life, but the judges absolutely did the right thing. Once contestants start getting physical with each other on these shows and you make it a judgement call as to what the intent was, you open the door to a lot of shenanigans and lawsuits.

No, I don't agree that he needs a haircut. I also agree with Pre in that they were being cruel. Sometimes when you have certain feelings against somebody all it takes is a little alcohol and some lame brained idea, a little egging on, and you get the crap that Cliff pulled.

Next you'll say that a woman who gets raped is OK because she needed to have sex anyway.
