Why what? Why Malaysians keep newspapers? Considering Malaysians don't read much, maybe for cat litter. (Yup, they tended to pile up in my house, too, until we'd hear the 'paper lama' horn toot on a Saturday morning.
As an aside, actually the paper collectors do pay for the papers they collect, to the tune of about RM$1 (or 25 U.S. cents) for every hand-measure. The teams thus collected about US$2.00 worth of papers.
