I only watched a small portion of this show and it confirmed for me that this is just a remake of Blind Justice that failed on ABC a couple of years ago.

The scene that I saw was almost identical to one in the 2nd episode, almost to a "T" including the lines. They are investigating the death of a young boy and at the scene of the crime there is a dog that won't move. The main character walks over to the dog and pets him, discovers that the dog has also been shot, questions why the dog is not closer to his master, pulls out a pocket knife much to the protests of observers, stabs it into the ground right next to the dog and pulls up a severed finger.

I'm telling you that scene happened almost verbatim in Blind Justice.

Just before that scene, as he and his new partner are walking, he asks her what she did to end up being partnered with him. This scene also happened in Blind Justice.

Just sayin'.
