To me, that vote total says two things:
The Philippines votes were counted (and it will take multiple teams of lawyers plus electroshock before the show ever admits the source).
Jessica may have a chance.
In the meantime, I just looked at tonight's guest star lineup and came to an easy conclusion: the only way to get the ratings up for the finale is if a mass resurrection hits. The average age of the acts is up there and the average age of their fans may be deceased. Whoever the producers are aiming at for their audience, it's not the youth market.

Ultimately, I think votes were counted -- but not tallied. Given the ratings drop and accompanying loss of people interested in voting, there is no way the show could have legitimately gotten to 132 million with their U.S. audience no matter what the power voters managed. But the captain of this ship is forbidden to admit any sinking. So the Philippines votes were added to the American total in order to reach that illusionary number. They just weren't used to help determine a winner.
I feel the show wanted Jessica to win, but the higher-ups may have actually been scared enough over the backlash from what would have been seen as a corrupted election that in the end, they tossed the script. But as said up the line, either result would cost them viewers and future talent.
At this point, there may be only two ways WGWG#6 doesn't win Season #12: there is no WGWG in the pool or there is no Season #12. Pick your favorite...
