Yes Icing sugar is powdered sugar, you can use caster sugar (superfine sugar) instead.Double cream is heavy cream, basically you need a cream that you can whip. No Meringues are not cookies, I don't know of any other term for them - Wiki If you need to make them then only use the crunchy bits in the mess
