Two of four votes is 50%. Actually, that is formidable opposition, and a very nice if not totally decisive advantage.
That move did put her at risk, but since she was one of the two left out of tthe bloc represented by that 50%, so did not doing it.
The game play that won her the game was her maneuvering that avoided the danger that that move put her in. That might have been the best single move in the history of Survivor. Up there with her move avoiding blame for Jon, and Denise's moves.
