I think this is unsure -- most of the time in the past it has had to been played by F5, but there has been at least one season (the one where Yul won) were it could be used at F4 (stupid, I know, and btw, I only remember that because OFG & her encyclopedia brain reminded me of it last season).
Also, according to the call sheets there will be TWO F5s -- one F5 where the bootee goes to RI & the winner of the "duel" (of probably 4 people) comes back into the game & creates a "new" F5. So, maybe the HII can be used at the second F5 as well. I don't think we know for certain.
