Rob might play his HII in that situation, so it is a total shot in the dark. Phil is the natural vote magnet. The editing has set up animosity exists between Phil and Ashley, so it may turn against Ashley. Or if Rob can work it out he might be able to send Grant to RI on a mission to knock out the competition and get back in the game. Phil would probably believe that nonsense, tell Grant to be a good soldier, salute, and others might jump on it as the better you than me option.
