If the two people leaving are the last two Zaps, as I suspect they will be, the twist won't really have accomplished anything game-altering. In fact the net result will be rather dull since it doesn't even leave one final minority tribe member in the game to attempt to shake things up.
In which case the double boot wouldn't particularly be worth hyping.
