Bill didn't get an exemption. Bill got to neutralize someone, but that was never revealed to the group (firstly because there is no need to, and secondly, because the neutralizer didn't do anything.) It is an interesting note though that twice Bill's efforts to earn an exemption or prevent others from earning one became null and void. But, he's not the mole, if that's what you're trying to imply. He's next and Heather's the Mole. Long live the Mole.
