The stats I've seen is something like 10% of people who are on the voter roles and eligible to vote do not have a photo ID and a lot of them can't get one.States have been cracking down so it is harder to get a photo ID (drivers license or the non-driver equivalent). Some people don't have a valid birth certificate for various reasons, or can't afford to get an official copy of it. I know from my life it seems crazy that people don't have an ID or can't get one, but seems that it happens to a lot more people than I would have expected. http://www.brennancenter.org/content/section/category/voter_id has the stats on that.
