Ultimately, I think votes were counted -- but not tallied. Given the ratings drop and accompanying loss of people interested in voting, there is no way the show could have legitimately gotten to 132 million with their U.S. audience no matter what the power voters managed. But the captain of this ship is forbidden to admit any sinking. So the Philippines votes were added to the American total in order to reach that illusionary number. They just weren't used to help determine a winner. I feel the show wanted Jessica to win, but the higher-ups may have actually been scared enough over the backlash from what would have been seen as a corrupted election that in the end, they tossed the script. But as said up the line, either result would cost them viewers and future talent. At this point, there may be only two ways WGWG#6 doesn't win Season #12: there is no WGWG in the pool or there is no Season #12. Pick your favorite...
