Oh, it's clear that Ference stepped into Halpern at the last second -- it was a cheap shot, period. Halpern was fully expecting to be able to go around without being impended and if you look at the video in the link below and go to 0:44-0:46, it's clear that Ference braced his left leg, took his weight off his right leg and then lowered the boom with his shoulder into Halpern's face. Notice how Ference immediately started sprinting off after the hit.
Yes, Halpern shouldn't have let his guard down but it was a cheap shot. Just like Horton was stupid to let his guard down and he paid dearly for it with the hit from Rome (who was deservedly suspended).
