Rome got 4 games. That's fine as long as they make it a new standard. I don't think that hit was as mean as Chris Pronger's on Dean McAmmond in the 2007 Stanley Cup Finals (and Pronger had a rap sheet and had been suspended the series before!) or as bad as Chara's on Pacioretty (and that was in the regular season).
Seems to me like Rome made an effort to get in front of Horton so as to avoid a blindside hit so I don't think it's a rule 48. But Rome left his feet so he clearly intended to hit the upper part of the body.
