Yeah, the Browns were "deactivated" for a few years and were allowed to keep their team name, colours, records and franchise archives as part of the deal to pacify them after the team went to Baltimore to become the Ravens, then the new team was reincarnated as the Cleveland Browns.
Indy did keep their records in moving from Baltimore because they moved their entire franchise.
With the Winnipeg team, it's an unique situation because all of their franchise records are now in Phoenix while all of Atlanta's franchise records are now in Winnipeg. Truthfully, I'm surprised that the Jets were allowed to use that name again (but then again, think of the old Ottawa Senators which was relocated to an U.S. city in the '30s, then the new Senators came as an expansion team in '92 as a separate franchise).
