Yes. Dandrew bought shoes with their TAR per-diem money, which is within the rules, and these shoes were later used to settle a taxi bill.
The difference is that M&M used something they brought into the game as a bartering tool, which is against the rules. If it were okay, what's stopping teams in the future from stocking up on Rolex watches or other expensive items to trade in wherever they go?
The producers need to create an even playing field from the start of the game. Whatever teams do with the money they get during the game is fair game for bartering since everyone gets the same amount at the start of each leg.
