I think it's obvious that GT and OFG have allied and pooled their knowledge of past votes, and possibly spread disinformation amongst the others; Surv was their most logical target because he was carrying the most votes and possibly RR and DK would vote for him for that reason. RR, knowing that a good leader (Gretchen, Michael) may not have attracted votes, and knowing the possibility of a tie, went for GT because he feels she's the bigger threat because of her closeness with OFG. DK, as noted, is a challenge threat, and Ice may have convinced GT to attract votes (a la Colby) so that the BB's would come out ahead in the event of a tie, not realizing that the cooks were forming their own partnership. Anyway, that's the way it seems to be, though how far OFG and GT actually trust one another I couldn't say.
