The same thing happened in Oakland when they had the big earthquake up there some years ago.

The scum were getting into the freeway that had collapsed onto the opposite going one below it and were looting from the bodies in the crushed cars, even cutting rings off the fingers that were swollen.

There have always been vultures that prey on horrible accidents and incidents.

Simple solution: Issue shoot to kill orders and then do it!
