The only thing that would have been better would be for the car being pursued to actually crash through the guy's house and land on top of the TV while he was filming the whole scene.

Good question. I suspect he recognized that the police chase was happening in the area near him and decided to preserve the memory of watching something like this happening live in his area, then all of a sudden the chase turned right onto his street.
