Have you gotten the flashlight yet?
If you haven't, you need to go inside the boat's control room and move both levers until the orange buttons light up. Click each button until you hear a horn. This will cause the seagull to fly away and allow you to collect the flashlight from the toolbox. You can take the flashlight with you to collect all three items from the water. Once you grab the items and return to the boat, the seagull will toss your backpack overboard and you'll have to retrieve it by diving again. One of the items you collected is Laird's wallet which contains a business card. When you return back to the boat, go back into the control room and turn the left monitor on. It is a shameless plug for Visa and asks for your department. In the wallet, you can use the business card to name that department. Once you're done clicking the buttons, the helicoptor should come get drop a crate. Inside the crate is the key to your next destination. Good luck!
Once you get there, you'll be led to the world's easiest puzzle and your puzzle piece.
