Found this on Reality Reel. At least they didn't change the start time.

On Wednesday, August 24th, the "Rock Star: INXS" elimination show will air from 9:00-10:00 PM ET/PT.

Rock Star: INXS will air a special one-hour episode on Wednesday, August 24 (9:00-10:00 PM, ET/PT) on CBS.

During the one-hour show, the rock stars will debate their performances and whether they think they are in the top or bottom three. The debates will lead into the reveal of the bottom three who will then perform for INXS. Following the performances, INXS will then make their decision as to who will be the next eliminated.

Why would they cancel the Monday show, only to stretch the Wednesday show to an hour. They could do it in 5 minutes.

The debate/Q&A part of Rock Star INXS is mildly entertaining but my wife and I watch this show for the performances. Hopefully the longer format will allow for longer performances.
