If this is true I am really annoyed, I think allowing the HG's to split the money makes for very bad game play and a very bad show, imagine if Boogie won HOH and knew the threat Will posed to the house decided to nominate him despite the fact that they were friends. Think of the fireworks that would cause, hence a more interesting show. Instead we have Boogie hanging onto Will like velcro.
