It seems to me that anyone who wants to win this thing will throw the RCs, unless it's something they can immediately share with the whole tribe. It just engenders resentment.
The ICs, however, are another matter. Unless you have a REAL good idea that you're safe, you might as well win 'em, unless one of your allies is specifically being targetted...
