I'm spending time on TAR all-starz, and i really don't want this to go out the window, because it wont work if I don't have enoug people. how can I get people to join? I have limited resources

It would help if you clarify what you mean. In any event, I suspect that this help forum isn't actually the forum for you to obtain the sort of help you desire. But since I haven't a clue what you're talking about I also haven't a clue where to direct you.

It might help to do a bit better promotion of the game.

A couple of paragraphs at the beginning introducing the game can generate a lot more interest. You might look at some other game start up threads and see what people do.
